The EU DPP Registry

In one line

Live since 20 July 2026, the Registry records that a passport exists, which product it belongs to and where to find it. The passport stays with the brand or its provider, and registered does not mean compliant.

As of 15 October 2026. This guide is general information, not legal advice.

The EU Digital Product Passport Registry, live since 20 July 2026, is an index and holds no passports. It records that a passport exists, which product it belongs to and where it can be reached. The passport itself (the materials, the repair information, the supplier data) is hosted by the company or by a DPP service provider it chooses. The rulebook is Implementing Regulation (EU) 2026/1778, applying from 6 August 2026, and the Commission runs a testing environment alongside the live one.

Registration and compliance

Registering tells the Union that a passport exists and where to find it. It does not check the passport's contents. A registered passport with wrong materials in it stays wrong, and the Registry will not catch that. Registration shows that a passport exists; it is not proof of compliance.

Registering as an economic operator

Economic operators register, after their identity has been verified through eIDAS means, the EU's framework for electronic identification. The verified status is reported to last up to three years. The Commission's user guide for economic operators, linked below, sets out the registration steps. The Commission also publishes a free semantic repository of data models, one per product group, and a DPP Web Portal for consumers, businesses and authorities.

You are the economic operator of record and the registration is in your name. Next Horizon hosts the passport, keeps it current from your shipping and supplies the data the Registry asks for. Service providers acting on behalf of operators are the subject of a delegated act the Commission lists for the second or third quarter of 2027, as reported, and until it is published, the name on the register is the economic operator's, which for a brand placing its own products on the EU market is the brand.

The Registry is an index that points to the passport and holds none of its contents.

The border check

The customs check ties the passport to the shipment. Customs will check electronically, before a product is released into free circulation, that an imported product has a valid registered passport and that the commodity code has been provided. The EU Single Window for Customs is expected, as reported, to run that check automatically from the identifiers on the import declaration, for each product group as its act lands. Because shipping and the passport meet at customs, the passport belongs with the parcel record rather than in a separate file.

Practical changes

For a product group without a delegated act, there is nothing to register until the obligation exists. For batteries, the passport itself is required from 18 February 2027. For imports, customs will check that a registered passport exists and that the commodity code has been provided before release, group by group as the acts land. For textiles, with the obligation expected from 2029, the work to do now is on the passport's contents rather than on the registration. Because customs will check that the commodity code has been provided alongside the registered passport, the code in your catalogue has to be the one you declare.

Questions we get asked.

Do we have to register today?

Only once your product group has a passport obligation. No ESPR delegated act has set that day yet; batteries run under their own regulation, with the passport required from 18 February 2027. For textiles the obligation is from 2029. You can verify your identity and look at the testing environment before then.

Does Next Horizon register for us?

No. The registration is in your name, as the economic operator. We host the passport and hand you the data the Registry needs.

Where does the passport data live?

With you or your service provider. On Next Horizon it is hosted in the EU and opened from the item's QR code; the Registry only holds the pointer to it.

What does customs look at?

That a valid registered passport exists for the imported product and that the commodity code has been provided, electronically and before release. That is the Commission's description, and it applies group by group as the acts land.
